Overall Purpose/Broad Function: The main aim is to support the Program Lead i.e., National Project Manager (NPM) and Senior Program Officer (SPO) at the Country Office level to implement, monitor and report on MMS Scaleup project on maternal anemia prevention; supported by BMGF. The program is in support of the Government of Pakistan’s overall plans to upscale MMS across the country. The PC will lead program implementation under the work reporting and technical backstopping by the NPM. The position will be in close coordination with the Senior Project Officer (SPO) for the organization of project activities, liaison with the Health Department and stakeholders, supply of goods and services; the work of consultants, grantee organizations, and suppliers, assuring the quality-of-service delivery, and recommending improvements as required. The PC will work closely with the Government at provincial/regional level and other key stakeholders to ensure Government engagement and leadership at all levels.

Scope of Role:

Reports to: NPM (NI)

Role Dimensions: Strong working relationship with the Provincial Health Department and technical team at NI.

2.1. Key Duties and Responsibilities

2.1.1 Coordination, Advocacy and liaison

1. Develop links at the district and provincial levels between stakeholders at the DoH, vertical programs such as IRMNCH&NP and Nutrition Units/Cells and relevant NGO partners for scaling up MMS program

2. Maintain constant effective communication with key policy makers at province and district levels for timely sharing of program related information highlighting gaps and challenges.

 3. Advocate with the relevant provincial health authorities to create an enabling environment for implementation & scaling up the MMS intervention in the province.

4. Ensure regular liaison with the Senior Project Officer and National Project Manager to ensure the implementation of the MMS Scaleup project work is well coordinated and in line with the objectives of the project.

5. Coordinate and arrange the logistics for all the planned activities at the provincial and district level (meetings, workshops, events, seminars etc.) in accordance to the MMS Scale up Workplan.

2.1.2 Planning

1. Develop and submit monthly plan for the implementation of MMS Scaleup project in coordination with field teams.

2. Compile & submit a provincial plan of capacity building activities for different cadres in consultation with SPO and District Coordinator.

 3. Participate in important government planning meetings to further the mandate of the organization.

4. In coordination with the SPO, MEAL Officer and District Coordinator, ensure the implementation of the Annual Work plan activities, including M&E activities, meetings including reviews, visits to project area and facilities.

2.1.3 Capacity building

1. Organize orientation/capacity building sessions for the health care providers/Managers working in public sector in close coordination and collaboration with health authorities and SPO.

2. Facilitate teams in trainings for the HCPs, LHSs and LHWs

3. Ensure that the technical teams in the field undertake on-job capacity building of relevant government functionaries through review meetings and frequent field visits.

2.1.4 Strengthening supply and delivery system

1. Ensure that the district, tehsil and health facility levels maintain logistics and distribution of the commodities

2. Ensure that field team arrange and provide on-the-job training to health functionaries on estimations of MMS, as per requirements for their catchment areas, and maintain adequate supply.

3. Monitor the commodities supplies transfer, storage and distribution at field level.

2.1.5 Support on data collection

1. Responsible of reviewing the collecting monthly data at project sites, ensure data collected are reliable, the project database is updated, initial analysis undertaken and shared with the Senior Program Officer & MEAL Officer at NI country office.

2.1. 6 Assessment, Monitoring and Supervision

1. Conduct ongoing monitoring of the project against objectives outlined in the project using methods and tools developed/ shared by NI.

2. Prepare monthly and quarterly reports, organize and carry out monthly project review meetings at district and provincial level.

3. Undertake field visits for regular monitoring to ensure strict compliance and utilization of commodities by end users in close coordination with Health Department.

Experience

  • Minimum 8-10 years experience of Public health (preferable) or development sector or related field
  • Strong communication and interpersonal skills  are mandatory
  • Experience of working with health-related data will be an asset
  • Fluency in English is required. Knowledge of a local language is an asset. (Urdu, Punjabi, Saraki, Pushto, and/or Shina )
  • Proficient in using Microsoft Office 365 and other software/tools.
  • Work experience and/or familiarity with development nutrition programs and emergency is considered an asset.
  • Prior working experience with federal or provincial health department and national/international non-governmental organizations (INGOs) would be an advantage.
  • Awareness and knowledge of health & nutrition issues in general and their relevance to the development programs
  • Experience/Expertise in Integrated Reproductive, Maternal, Newborn, Child, Health and Nutrition programs.
  • Experience in program coordination and community participatory methods for community development and mobilization.
  • Ability to present complex information in a clear and concise manner.
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
  • Proficiency in relevant data collection and analysis.
  • Willingness to travel to field sites.
