The BCC Specialist (Deputy Team Leader) is responsible for supporting the Team Leader in the quality delivery of the Behaviour Change and Capacity Development project, as per the requirements of the donor agreement.

Key working relationships:

Internal: Team Leader BCC Project, Team Leader Tariff Study, WAP Technical Advisors, technical advisors WAUK and South Asia Region Team, WAP Admin and security, finance, POD staff.

External: CEO PRMSC, relevant staff from PRMSC, World Bank staff and relevant officials from the LG&CD, PHED, etc.

The BCC Specialist (Deputy Team Leader) will be responsible for the timely completion of the following deliverables (these may change once the contract with the client is signed):

1.    Provide oversight and technical direction to the project components, including technical assistance for the inception, research, design and implementation of the BCC project.

2.    Support the Team Leader in the design of a participatory inception process and development of an Inception Report, that proposes a realistic methodology and timeline for completion of the assignment.

3.    Identify knowledge and evidence gaps and lead the Formative Research process, ensuring quality and relevance and ensuring that the research outcomes guide the BCC strategy, intervention design and its implementation. This also includes quality control and analysis of the FR

4.    Lead and/or oversee the creative process to design the BCC strategy, tools and intervention/package materials for the project, targeting multiple behaviours and working with multi-disciplinary team including partners.

5.    Support project objectives through developing the BCC strategy, and BCC intervention package especially related to 13 agreed behaviours also taking into the account gender sensitivity, inclusiveness, value chains/market systems, and community management.

6.    Lead the capacity building component of the project, ensuring quality, and timely development of the capacity building plan, its execution and impact assessment and revisions based on learning.

7.    Quality control and ensure regular review of the BCC strategy, plans, approaches, materials and tools so as to ensure their relevance and effectiveness.

8.    Ensure that all project deliverables are finalized in a timely and quality manner and  that client and other stakeholders’ feedback is incorporated.

9.     Ensuring that the relevant partners are included in key processes and that partners deliver as per their agreed plans and quality and that they are compliant with WaterAid and/or the client’s compliance requirements.

10. Ensure that effective monitoring and impact assessment processes and systems are in place, including but not limited to data collection and analysis plus reporting.

11. Regular communication and liaison with PRMSC staff at different levels, plus with LG&RD, PHED and other relevant government departments.

12. Collaborate with country, regional and global technical teams to develop a consistent understanding and application of a behaviour centred design approach, systems strengthening approach to hygiene behaviour change programming, and in applying relevant guidance, standards, learning, and other important considerations to their specific context at all stages of the assignment.

13. Support the Team Leader in the effective and efficient budget and personnel management, as per WaterAid and client contractual requirements.

14. Support the Team Leader in the narrative reporting to the client, plus internally within WaterAid.

15. Keep WaterAid Pakistan fully informed and involved in the execution of this contract through regular communication and interaction.

16. Represent WaterAid in strategic collaborations and ensure WaterAid is benefitting from the knowledge shared by other organisations.

17. Identify and support documentation, promote learning and utilize best practices to inform the adoption of effective BCC strategies, frameworks, tools, materials for WaterAid’s and interventions of local level BCC.

18. Support the Team Leader in the Development of a final report for WaterAid, outlining the process, key learnings, and recommendations for designing and implementing such projects in the future.

19. Any other tasks assigned by the line manager.

Qualification

  • At least a master’s degree in behavioral sciences, public health, social sciences or a related field

Experience

  1. 15 years of experience in Behaviour Change Communications and public health programs in a variety of contexts.
  2. Proven experience and understanding of behavior change issues in Pakistan.
  3. Proven experience of working in large, complex BCC programs.
  4. Proven experience of working on consortia projects.
  5. Proven experiences and or understanding on working in research / monitoring / evaluation.
  6. Substantial experience in facilitating, training and capacity development on approaches widely applied in the sector.

Knowledge & skills

  1. Solid knowledge on behavior change approaches, hygiene products, technology, social, environmental, institutional, social and financial issues related to hygiene behavior change.
  2. Excellent understanding of community behaviors, influencers and how change happens at the community level.
  3. Very good understanding of community-based qualitative and quantitative research methods.
  4. Deep understanding of WASH issues in rural Pakistan.
  5. Ability to use different leadership styles and in leading teams directly and through matrix management.
  6. Gender equality and inclusion awareness.
  7. High-quality written/ verbal communication skills including exceptional report-writing skills
  8. Relationship-building skills and ability to work with diverse people/teams and collaborate with different stakeholders and groups where required
  9. Good understanding of development issues in Pakistan with experience of working with international development organizations
  10. Knowledge of local/regional languages
  11. Ability to communicate clearly both when speaking and writing in a local language and in English.
  12. Self-motivated person able to work without close supervision
  13. Knowledge of political structure, culture and policy-making processes in Pakistan
