We are seeking a Program Development Manager (PDM) with excellent knowledge and experience. This is an Peshawar-based contractual position with full-time dedication. The PDM tracks program efforts, identifies and leads new projects, opportunities, coordinates with regions and programs staff, and represents organization to donors, partners, and other external stakeholders.

Job Responsibilities:

  • Identifies and analyzes new program opportunities within the region, regularly monitoring opportunities from primary donors.
  • Prepare, supervise and ensure quality check of developed Expression of Interest (EOIs), Concept Notes, Proposals, Case Studies, Lessons Learnt, and Best Practices from program and project reviews.
  • Creates program development budgets and justifications. Monitors and reports on the status of budgets.
  • Coordinates regularly with field staff and other departments engaged in program development in assigned regions.
  • Develop a tracking database and keep it up to date for all ongoing program development activities.
  • Lead proposal teams, identifies needs on the proposal team, and defines roles of each team member, ensuring an appropriate level of support.
  • Develops and articulates strategic approaches, partnerships, management/staffing plans, M&E, budgets, and project designs.
  • Develops and defines partnership arrangements as related to specific proposals.
  • Ensures all actions are completed at the end of a proposal development process.
  • Identifies new partners, subawardees/subcontractors, and/or donors to enhance organizational capabilities and expand our programming.
  • Stays abreast of funding priorities of major donors.
  • Represents organization at meetings, conferences, and workshops.
  • Provides programmatic support for of emergency response programming and activities in flood-affected areas of Pakistan.
  • Works with team members to design multi-sector response and recovery strategies, program plans, and master budgets, ensuring sufficient technical and MER expertise is included within budgets, ensuring linkages with the existing country programs.
  • Provides advice to CD, Head of Programs for humanitarian programming implementation to ensure timely & high-quality delivery of program activities.
  • Provides advisory for the designing and implementation of strict compliance of program activities of the organization as per national and global policies and procedures as well as with relevant donor regulations and agreements, SPHERE guidelines, and the NGO code of conduct.
  • Supports CD and operations department for having effective functioning of organizational operations including finance, procurement, MER, HR, and admin.
  • Any other responsibility as assigned by the supervisor or head of office.

Job Requirements:

  • Master Degree in Social Sciences, preferably in Development Studies.
  • A minimum of twelve years of relevant experience in a donor-funded environment, with at least 3 years at the managerial level.
  • Comprehensive demonstrated knowledge of writing EOIs, concept notes, proposals and partnership agreements.
  • Must be conversant with both qualitative and quantitative data collection methods and analysis.
  • Strong analytical, communication, and data analysis skills.
  • Experience in the field of the social sector particularly with international donor agencies, INGOs, NGOs, and government at the provincial and district level.
  • Must be able to work independently.
  • Result-oriented team player and leader.
  • Sound judgment, flexibility, adaptability, and cultural sensitivity.Integrity, transparency, persistence, and initiative.
  • Ability to travel domestically and internationally, when needed.
